I have pain in penis and difficulty starting urine stream

I started having pain while urinating in October 2011. I went to see my doctor and they did all the urine culture test and they came negative. He asked me to take some pain killers and drink Cranberry Juice and prescribed me Tetracycline antibiotic for one month. I did as he advised but the pain did not go away and i felt extreme pain in the meatus part of penis and urethra. Is it non-bacterial Chronic Prostatitis, or BPH or something wrong with urethra or bladder? Is it something that can be completely cured from your herbal medicine?
